
Many people do not know that Basingstoke has a historic centre, called Top of Town. Tucked behind the Festival Place shopping centre, which dominates the town centre, and a short distance up the hill lies the Market Place. This well-proportioned space is overlooked by the former town hall now Willis Museum, and functioned over centuries as the focal centre of this market town on the route from London to Winchester and the South West.
Urban Initiatives Studio has been appointed by Basingstoke and Deane Borough Council to establish a vision for the Top of Town area. This will define its role within the town centre and set out a path for its successful regeneration. The study will actively engage with the town centre forum and other stakeholders, and consider a range of interventions from the temporary use of vacant shops, the reviving of Basingstoke market, public realm and access improvements and the development of underused sites. GVA will provide commercial advice to the team.
